The purpose of this program is to\neducate members of the emergency services about conditions and activities\nthey may encounter during routine responses that could serve as indicators of\ninternational or domestic terrorism. Early recognition of such indicators may\nenable timely intervention and has the potential to save countless lives.\nAs members of the command staff\, it is essential that we understand how\nto properly receive\, assess\, and act upon this information. This program will\naddress the three-number reporting system\, as well as fundamental\nconsiderations when responding to incidents or planning community events.
