As part of New York State’s ongoing efforts to enhance awareness among
Fire and Emergency Medical Services personnel regarding potential threats to
their safety and the safety of the communities they serve, this program has
been developed for local implementation. The purpose of this program is to
educate members of the emergency services about conditions and activities
they may encounter during routine responses that could serve as indicators of
international or domestic terrorism. Early recognition of such indicators may
enable timely intervention and has the potential to save countless lives.
As members of the command staff, it is essential that we understand how
to properly receive, assess, and act upon this information. This program will
address the three-number reporting system, as well as fundamental
considerations when responding to incidents or planning community events.
